The Question Answer Service - Voucher System for farmers (QAS-VS) is a demand driven, open, decentralised and web based communication and information system. QAS-vouchers are handed out to farmers and entitle them to ask questions of their choice and to get an answer from an expert. Service provides and experts are paid upon delivery.
Generaly speaking QAS Vouchers are used to turn farmers’ information needs into demand for information. The QAS-VS replaces a PUSH mechanism, where service providers bring information to farmers by a PULL mechanisms, where farmers request information from service providers according to their demand. From the donors point of view the QAS-VS equals a subsidy of demand instead of a subsidy of supply.
