Introduction

The challenges of young people are multi-sectoral and as a result pose the challenge of coordination between different actors (state and non-state) dealing with youth affairs. The Policies address a number of youth centred strategic programmes in a number of areas to address the challenges and to promote youth engagement in the country’s national development. The action plan to implement the youth policy details strategies, activities, target groups and invokes the participation of all agencies dealing with the youth, including the Government ministries as the lead agencies, non-governmental organizations, the private sector, various youth organizations and development partners. Partnerships within the different organizations are seen as key enablers in achieving policy's objectives

Policy framing narratives looks at how the youth issues are being addresses and how the issues are being addressed.

 

Kenya has a long history on youth aspects from before independence to recent changes taking place to incorporate youth in the economy of the country. The youth have taken up to generating income by engaging in agro-enterprise business such as rabbit and fish farming, mushroom and sweet potato farming (Youth enterprise fund report 2009)
