ISAR stands for « Institut des Sciences Agronomiques du Rwanda ». It is a national research parastatal institution. Its mandate is to conduct agricultural research in order to transform subsistence to commercial agriculture through regionalization, intensification and specialization of Agricultural production.
Mandate
Execute the national agricultural research and promote technologies in crops, livestock, forestry, agro forestry, land conservation and water management;
Publicize and disseminate research results to the beneficiaries in collaboration with other relevant organs;
Conserve germplasm in the framework of undertaking research that adds value to crop, li Coordinate research activities in crop and animal improvement, forestry, agroforestry, land and water management;
Support the government in the goal of laws and regulations governing research in agriculture, animal breeding, forestry and natural resource conservation;
Collaborate with national, regional and international agencies with similar mandate.

Objectives
RAILS has the following objectives:
  • Create awareness among stakeholders about RAILS and introduce the Africa-wide AIS being established under RAILS;
  • Establish the national learning team to support the development of the national AIS gateway
  • Select members of the core national learning team and agree on its responsibilities
  • Identify activities to be carried out by the learning team
