Profile of the KMS Agent
The KMS will be managed by two people with guidance from the National RAILS Focal Point.
The manager is Mr. Eria Bwana-Simba. Mr Bwana-Simba has a wide operational experience in managing the QAS and the Voucher System . He works at ARIS. He is also a Core Member of ERAILS Uganda.
The Deputy Manager is Mr Joseph Kasule. Joseph has been and is still working with Mr. Bwana-Simba. The two complement each other well. They will also work with Mr. Patrick Kasangaki form Rural Empowerment Network (REN) an NGO who also participated in the QAS project.
Technical and policy backstopping is provided by Mr. Sylvester Dickson Baguma. Mr. Baguma is Director Quality Assurance at NARO Secretariat. He has a practical experiance in knowledge and information management. He taught at Makerere and Nkumba University in total for forteen years. He was committee member of the Regional Agricultural Information Network (RAIN) of ASARECA. Now he is the National Focal Point of RAILS. He is also a member of IAALD.
