The Center for Land Economy and Rights of Women (CLEAR) is registered as a regional Charitable Trust committed to socio-economic justice and working to improve women’s livelihoods through secure and equitable access to and control over productive resources. CLEAR’s focus is on policy analysis, advocacy and networking, and action research around women’s land rights. The organization has a regional outreach covering Eastern and Southern Africa. Currently, CLEAR has established a strong presence in Kenya and Uganda. CLEAR’s programme in Uganda started in 2007 and focuses on catalyzing local action amongst subsistence farmers in Eastern Uganda to accelerate efforts to achieve household food security (LOAF-Security) in line with MDG 1.

CLEAR undertook the initiative to promote local action at the mid-point to the target date for achieving MDGs by 2015 because of the slow pace at which global and regional commitments to eradicate hunger and poverty were being translated into action particularly amongst the rural farming populations, generally, and women subsistence producers, specifically and in regions where both hunger and poverty continue to be pervasive. This project on local advocacy seeks to mobilize lower local governments and other key stakeholders to take ownership of the MDG 1 commitments and utilize the remaining few years to the 2015 target date to accelerate action to achieve positive visible impacts on hunger and poverty amongst their constituents.

The project also seeks to create increased awareness about global and regional policy commitments to improved agricultural productivity amongst local communities and governments as one of the most effective ways of moving populations out of poverty and hunger. It is expected that this awareness will translate into exploiting opportunities for broadening local, national, regional and even global partnerships to accelerate action to reduce hunger and poverty in Mbale District by 2015.
