The black patches on the underside of the eaves are a fungus.
The condition is caused by Citrus White flies which lays pale yellow eggs scattered singly on the underside of leaves, particularly young ones. The eggs usually hatch in 8-24 days, depending on the season. They then create woolly formations to protect their eggs.
When certain humid conditions present themselves, the eggs produce honeydew which attracts black ants to feed on.
